Could I pair this with the Rugged Ridge high/low snorkel so as to avoid cutting the hood?

If you mean the 4 cyl turbo, Im afraid this CAI is only for the 6 cyl 3.6L Thanks for your question.

Yes, If you would like to replace the reusable filter, any filter that is listed as OEM for the JL and JT will fit this kit.

How does this handle the rain? Looks cool but worry about having to pop the hood and install the cover to keep the water out each time it rains. Thanks!
It is fine to handle rain and wet conditions. It is not however IP rated for submergence.

Is it necessary or recommended to also add to the exhaust system when adding the aftermarket cold air intake to my 2018 WranglerJLU?
You are not adding volume to the air in the system or changing the filter rate with the intake so the factory exhaust should hold the pressure just fine. A cat-back system would add a nicer tone though.

Looking at the install videos online it looks like this pulls air from the OEM inlet air duct and OEM lower air box. Is that correct? If so, why put the new vent in the hood?
The vent is to allow better air flow around the new intake, allowing a larger volume of air to be sucked up.

Will tuning be required after installation?
Tuning is not necessary, but you can get better performance overall if you make adjustments to the air to fuel ratio when you add parts like intakes and exhaust systems.
