Yes, it would be.

Does this hitch kit come with all the neccessary hardware?
Possibly, you'll want to select "with wiring harness" from the drop-down menu before placing in your shopping cart. Also, not everyone installing this part will need it, but if you do you'll want to purchase mounting bolts separately: part number 22526-0014.
