So I just got oof the phone with a customer serive representative and they told me that I can just buy this mounting kit and it will work for now for my 35 inch tire and if I decided down the line that I needed the hinge kit could do that later?
It is not recommended. The hinges and latch are not designed to carry the weight of oversized tires and wheels. You risk damage to the Jeep not using the hinge reinforcement kit.

Should a 35 inch tire sit and slightly rub on bumper with both tailgate reinforcement and spare mount relocation brackets installed? I have minor rubbing and tight face gut on rubicon steel bumper

with 35" tires do I need this product, or just the tailgate reinforcement itself? [If it makes a clearance difference I have Mopar OEM steel bumpers.]
For tires over the factory 33" tires you will need both, to support the weight and to position the tire to clear the bumper.

How do you seat the tire bumpers in the door? Pushing and turning doesn’t seem to work
The bumpers should be pressed and turned clockwise like a standard thread to attach to the door.
