Will this tire carrier work on the Smittybilt Gen2 XRC rear bumper as well?

Yes, this tire carrier requires either the XRC/SRC GEN2 bumper or 10th Anniversary Jeep bumper for installation.
I have a 2017 Rubicon Hard Rock. I believe the bumpers are the same as the 10th anniversary rigs. Will this work on my rig? Thanks!
No this is a bolt on tire carrier for the Smittybilt Gen 2 rear bumpers. This will not fit a production Jeep bumper.

Are there any rubber stoppers or any other mechanism to cut down on the noise from tire vibration?
No, but It is recommended that you position your tire against the tire swing frame so that when you tighten the lug nuts it compresses the tire against the tire swing. This prevents the sidewall from flexing and creating a vibration.
