I have a stock suspension. I want to add a winch, and both offset the sag from the added weight and level the jeep tj. will the 1.5" heavy duty springs accomplish this, and do I also need to change my front shocks due to the 1.5" of lift?

A longer than stock shock that has from 0-1.5" of lift range will best match the coil spring and would definitely provide a better ride. The Old man Emu Nitrocharger for the front would definitely be the best rider and stance for your added from weight.

Will the light load springs sag with a winch mounted? Stock bumper.
Not greatly if your winch plate for use with stock bumper is not excessively heavy. Stock springs are suggested for 0-90 lbs of added front end weight. Heavy Duty for 90-180 lbs of added weight. Thanks for your inquiry.
