are these the same size as the original flares on the 2005 rubicon?
No, these will be about 3/4" more narrow than the Rubicon/Sahara flares. Jeep just recently discontinued the 4-piece kit of Rubicon width flares due to supplier issues.

What tools do i need i.e. what size is the hardware?
You will only need a standard phillips head screw driver #6

will these fit properly as replacements for a 1999 sahara with painted flares
They will fit the locations for mounting just fine. The only difference will be the textured appearance and these standard flares are about 3/4" more narrow than stock Sahara flares
