Does this fit in a 1979 Jeep CJ7 ?
If not what options are there ?
Not correctly. The roll bar position in the fender changed for 80-86 models years. Sorry we do not have a models for pre 1980 CJ's at this time.

Is this a wrap around windjammer, or are there gaps between the panel and the bars?
This is the standard windjammer, so there will be gaps between it's sides and your roll bar. Thanks for your inquiry.

Does it come with the rear deck cover as shown in the picture. I’m assuming by the picture it comes with the half top and the rear deck cover.
No. It comes with only the portion in Black. A duster deck cover and bikini top are sold separately. Thanks for your inquiry.
