Double-sided tape is included. The reviews are stating an adhesion promoter is not included. This is correct. An adhesion promoter is recommended, though not required. It can be sourced through some local auto parts or hardware stores.

Can i order 2dr part to fit 4dr model don't need back door guards
Yes, you can. Keeping in mind if you ever want the rear guards, you will have to purchase a set of 4. They are not available separately.
