I have a 2001 stock tj. I intend on getting a set of these with 31 x 10.5 tires. I also will get new flares. In my state the tires have to be covered. 4.75 or 6 inch flares?
The 4.75" flares should be sufficient for what you are planning.

Factory wheels generally have 5"+ of backspacing. You can measure the backspacing by placing a wheel face down on the ground and using a straight edge measuring from the back of the bead to the wheel mating surface straight down.
