No, pulse width modulation does not seem to have an effect on these for the earlier model Wranglers, prior to 2017

I know you've answered the reflash a few times but just want to be sure...07 wranglers will also have to be reflashed correct?
Some 2007 models will not accept the factory flash and cannot be upgraded to these particular LED's. In that case you must use an LED headlamp that includes/uses the anti-flicker connectors.

I have a 2018 JKU Sport and would like to purchase these headlights. Since the LED lighting package was standard on the JK Rubicon and Sahara (and an option on the Sport), will I still need to have the TIPM re-flashed? If so, will the TIPM re-flash affect the operation of my standard halogen fog lights, as the :LED package for 2018 included both the headlights and fog lights? Thanks!
Yes you will still need to be flashed to operate the LED headlights. They are independent of the fog lights and will not effect them if you leave the halogen in place.
