Will this bumper fit above a front 2" receiver hitch and are the d ring mounts able to flat tow?
Testing has not been performed for fit with a front end receiver. The D-ring tabs are not flat tow rated. They are for recovery purposes only. LOD bumpers do offer bolt in tow bar mounting brackets and frame tie in brackets for use with flat tow bar systems. Thanks for your inquiry.

Where does the relocation bracket end up in the engine bay?
Depends on the relocation bracket. LOD's bracket does not move the vacuum pump to the engine bay it simply relocates it to an area that is out of the way for mounting the bumper.

No, the winch plate is built into the bumper.
