I currently have a 4” lift on my TJ. If I lower it with the 2.5” will I have to replace anything other than what comes in the kit?
If your stock control arms are still present or a compatible aftermarket control arm on your Jeep that can be adjusted to proper lift height are on the Jeep, you should not have many other suspension components needed if compatible sway bar components are also present. It may depend on what all your 4" lift was equipped with upon install. Thanks for your inquiry.

My question is, do you provide a sheet with torque specs for the parts that are being replaced such as lower control arms
No, it does not. Torque values will be provided for the parts to install the kit, but not provide parameters for optional suspension upgrades. If using stock control arms are used, consult factory service manuals for torque values. For aftermarket control arms, consult with the manufacturer of the arms for appropriate torque values. Thanks for your inquiry.

Does this kit lift the front and rear 2.5” or does it lift only the front 2.5” and the rear a lesser amount to “level” the Jeep?
Soft Top models lift 2.5” front & usually 2.25-2.50” rear. Hard Tops lift 2.5” front & 1.75-2” rear. Any other weight such as front HD bumper/winch… or Rear spare tire carrier, spare tire etc. will also affect the amount of front/rear lift some too. Thanks for your inquiry.

What size tires could we go up to with a 2.5 lift on a 1998 TJ?
A 32" outer diameter tire will fit for on road use and light trails. If you were going to be hitting more advanced trails off-road or wanted to run 33", the added use of a body lift or some higher clearance fender option would be advised. Thanks for your inquiry.

What are the pros and cons of the Nitro 8.0 shock and the Hydro 7.0? The cost difference is negligible.
A Nitro charged shock will have a quicker reacting rebound on rutted roads and uncertain terrain. If you are cycling a shock in off-road driving, a Nitro shock will have advantages under duress with less likiehood of fading from bubbling of Hydraulic oil. The velocity sensitive tuning and reaction of nitro charged shocks may have less cushion than a Hydro shock, but will allow you to feel the road better under varying road conditions. If a lot more daily driving comfort is needed, most will prefer the feel of a Hydro shock.

Does anything else need to be purchased with this to install it and drive with it installed?
The kit will comes with everything required. If you spend a lot of time off-road you may consider suspension accessory add-ons (ie sway bar disconnects, adjustable control arms, steering stabilizer) but nothing more is required for daily driving use. Thanks for your inquiry.

Which adjustable track bar would you recommend for this kit? Would I need to purchase both rear and front adjustable track bars??
A good front track bar is more important that also adding a rear. https://www.quadratec.com/products/16007_002_07.htm JKS is a great brand for quality and durability. In the rear, if axle center creates some tailwag, and rear track bar bracket can be used with your OE track bar to correct that. https://www.quadratec.com/products/16191_902_07.htm. This is a good option with this size lift. Thanks for your inquiry.

Does this kit require me to change the drive shafts or install an adjustable track bar
There should not be a need for driveshafts, but I strongly recommend a track bar with any lift.

Do I need a transfer case lowering kit with this lift?
A transfer case lowering kit is not required with this lift kit. Thank you for your question.
