Are these the stealth blacked out version?
That is correct. The version non stealth that had silver divider screws and the silver Q are not offered any longer. These are the stealth blacked out version of the Gen II LED headlamps. Thanks for your inquiry.

Are the Gen II LED headlights for a 2013m JK heated for snow country
They are not. We do offer heated Quadratec brand projector LED headlights, part # 97109.0310, for example.

Do these headlights "dual burn" like others where the high and low beam LEDs both activate when high beams are selected?
The high beam is the bottom portion of the light. It is not dual burn technology. Thanks for your inquiry.

I read a question & answer that DOT compliance is shown at the bottom of the GENII headlamp but I do not see this in any of the pictures. Will I be able to show this to an inspector should that ever come up, without removing the front grille and the headlamp trim ring?
The headlights have a DOT SAE mark on the actual lens that is visible for the inspector. You can see this highlighted and circled in the last additional image. These headlights exceed DOT and federal motor vehicle safety standards (FMVSS #108) and are approved for highway use in all 50 states.

Will these work with 24V. I have a HMMWV I may put these on.
These will not work with 24v applications.

the write up keeps stating Headlights... but, I can't fully determine if the price includes both left and right headlights?
Yes, these are sold as a pair.

Are these lights DOT certified? I just had an inspection failure in Virginia
Not only are these lights DOT/SAE compliant but they are FMVSS compliant. There is no reason your local inspection station should have failed you. The DOT/SAE/FMVSS compliance information is physically on the bottom of headlight lenses. It sounds like the inspection tech missed this.
