Is this same belt universal for driver and passenger side? Which if so I'd then purchase two?

These are designed for front seat use. A bolt comes with the seat belt. Thanks for your inquiry.

No, these are not designed for use in JK Jeeps. We do not have any direct fit seat belts for those models yet.
What is the length of the belt when fully extended?
The retractor fully extended is 124".
What is the overall length of the sleeve and buckle? Is it stiff enough to hold the buckle up between the seat and console?
12.5" long. The material is rigid and will hold the buckle up. Thanks for your questions.
