If the JL didn't have the tow package and I added the wiring harness afterword's, does the vehicle need to be flashed by the dealer for the brake controller to operate?
Yes, a dealer flash will still be required to add the proper sales code to the VIN

Not in the case of adding something like this to the system. Unfortunately that still must be done through a dealer flash.

It says simple plug and play install with auto and tow package. Yet, your answer to another person says it's dealer install and needs to be flashed. Any idea witch is true?
This depends on your ability to install the equipment. In the end, it will not function without a dealership flash module that can install the information into the computer on the Jeep.

No, this is intended to be a dealer installed item as it may need activated by a dealer flash module once it is installed. Installation instructions are covered in factory service manuals

Where does this install? Does it replace the cigarette lighter like it appears?
Yes this does replace the 12V outlet located on the dash.

Your description says it mounts left of the steering wheel. Is that confirmed? All of the forums says it mounts in place of the cigarette lighter on the dash.
We are taking this " The controller and status display are mounted in the
dashboard to the left of the steering wheel, and the included control lever can activate the trailer
brakes independent of the truck`s brakes" from the Mopar literature. Mopar is notoriously wrong with their parts though.
