Why new cam bolts? Why can’t you use the ones that are there?
These new cam bolts can be rotated to adjust the rear axle pinion angle to eliminate any driveline vibration. Thanks for your inquiry.

There is a difference in stock height between the TJ Rubicon and all other TJ’s. What is the height difference for the ‘03 Rubicon when using this setup?
There is not much difference in the coil spring length, like in JK and JL era models. Most of the height difference in a TJ Rubicon comes from the wheel and tire package along with a slightly taller spring. You may experience fractionally less than 2.5" but not a very noticeable amount. Thanks for your inquiry.

Will this kit allow for 33" tires
No, it will not. 2.5 lift will be okay for a maximum of 32" outer diameter tire unless also using some higher clearance fender option or a body lift to give the appropriate wheel travel clearance. If the Jeep is never really taken off-road and all highway driving then 33" maybe be passable. Thanks for your inquiry.
