Is this is a standard size rail where multiple brands of tie downs fit, or is it proprietary to Mopar only? The tie downs look very similar to Toyota and Nissan
Usually Mopar/Jeep does not produce the parts, rather they repurpose other item already on the market. These could very well be used on other brands, but do not have a way to test them all or know which will fit. It is common sized rail though.

What is the purpose of the front rail? There is no tie down loops in it. And it looks like you can't buy the loops separate, even if one breaks.
The cleats can be moved to the front rail if desired, it is also a common T-rail that many manufacturers are using as a standard for connections and mounting.
