If replacing the stock Sport S plastic bumper with a steel Rubicon / MOAB bumper is this panel the same as the stock Sport S piece?
It is not the same piece but this piece would work for your situation. The frame is the same and after the bumper is installed the lines of this panel will then match.

Unfortunately replacement panels and parts like this do not have printed instructions for distribution. Any instruction would be found in factory service manuals. .
Will the bumper close out panel fit 2018 JL Sports wrangler?
If you optioned for or purchased the Rubicon steel bumper this will fit. For standard plastic Sport bumpers, the closeout panel is #6QZ85RXFAB
I recently installed mopar stubby bumper on my JT. I assume this it the plastic piece that covers the gap between the bumper and the grill and installs onto the frame rail? does it require additional hardware?
Yes, you are correct. This needs two push pins #6503598 to attach to the holes in the frame rail
Does this part really require 68355472AA bolts? It looks like it attaches with just 2 plastic push pins.
