Is the backing 3M that would stick to raptor liner low texture paint on an XJ? $56 seems steep compared to others.
Yes the adhesive is 3M but not thick enough for proper adhesion to textured surfaces. You would have to use an additional adhesive.

Can the black one be painted?
Either option is intended for use as is, if you would like to paint it, you would want to apply a primer layer first that is formulated for plastics. Otherwise the paint would flake off over time.
